6:04 am
out and attended a breast cancer awareness event in florida. the president will be in richard monday on thursday. >> the candidates will discuss u.s. relations with iran and the u.s. denies a report on the first ever one on one talks about iran's nuclear program. the u.s. and iran agreed in principal to negotiate, but iran insists the talks will wait until after the election. in a statement though, the national security council said it's not true that they agreed to one-on-one talks or any meeting unti after the elections. >> marylander wills decide on two ballot questions in the election. one would allow ga marriage, the other expand the gambling program.

6:06 am
for a casino in prince george's county and table games at gaming centers in the state. ann kaiser spoke in favor. >> it will bring new jobs i think, probably less money than some think, but it will bring dollars to fund education and other priorities we share. >> there is a stronger, better, brighter future for maryland if we reject question seven and hold our leaders accountable for job creation and economic development that lifted our communities up rather than tear us down. some of those said the discussion may have swayed their vote, others said it didn't change their mind but it helped them make a more informed decision. >> metro will mark the reopening of the south entrance of the
6:07 am
entry station. for the past eight months, metro crews were working to replace three escalators with new ones. through that time thousands had to exist and interthrough the north sberns. and the metro is doing work so expect delays on the red, orange, and green lines. buss will one between grovener and friendship heights. on the green line, trains will single track between green belt and college park, but everything should be back open in time for tomorrow morning's commute. the time now, 6:07, at this early hour, thousands are getting ready for a big race. >> how the event could slow down drivers well into the morning. >> and the recent crime wave that has two dc neighborhoods on alert. >> and will the nice weather

maryland schools are number one in america because we invest in them. but we can do even more. every year marylanders spend five hundred and fifty million dollars at casinos in other states.
6:10 am
question 7 keeps that maryland money in maryland through expansion of gaming in maryland. it will mean hundreds of millions of dollars for our schools. as governor, i can promise you, that money will go to education. that's the law and that's what we'll do. vote for question seven.
6:11 am
right now, thousands of runners are gathering in arlington for the army ten miler. wounded warriors will begin just before 8:00 a.m. this morning. drivers, be prepared for rolling road closures. runners will cross the memorial bridge. everything should be back open at noon. if you're going to be running out there, you might want long sleeves. >> gloves? yeah, a lot of runners have what you call disposable running
6:12 am
gear. you spend 99 cents on a pai of glove, because you will take them off and leave them as some point on the race. it's going to be a great day for running, everybody. personal bests, that's all i expect from each and every one of the 30,000 people signed up for the army ten miler. clear skies await you, and yes this there is an october chill. so if this is your first army ten miler here, it might feel cold, but this is a nice way to get the morning started. it's 50 right now. not much of a wind to worry about, and there won't be much of a breeze in the course of a afternoon either. there are koolger spots out there. stanton and harrisburg out there, 50 in town, 41 in
6:13 am
waldorf. so your sunday planner, what a fine day it's going to be to be outside today. nearly 100% sunshine, temperatures in the mida and upper 60s. if you want to watch the redskins play today taking on the giants, perfect weather for football today. nothing to worry about on radar. not only not a drop near us, but not a drop up and down the sea board. those aren't going to live long enough to get down into our area. a little deck of clouds that dimmed out some of the meteor viewing from about i-95 south and eastbound. going to be a nice day today for anything, everything, or nothing in a you would like to do. no weather complaints at all. another clear and chilly nit.
6:14 am
mostly 40s tomorrow morning, but just like this morning, a few scattered upper 30s. and that high pressure as advertised continuing to build on in. it's going to just get warmer and warmer as the upcoming week comes along. so for today, no complaints from me. it's not just gorgeous, it's spectacular today. clear and chilly tonight, lows 30s out to the west. back to work and school everybody. sunny and the big warm up begins tomorrow. 66, that's average. today, a couple degrees better than that. oh man, it is september all over again. temperatures pushing 80 degrees. some spots near 80 on tuesday, a lot near 80 on wednesday and thursday. clouds coming in late next week, and i'm still concerned, one
6:15 am
week from today,ly be running a marine corp marathon, and i won't hit the panic button yet, but -- >> yesterday, my 2-year-old has a costume party -- >> she wasn't dressed as a gator, was she? it was a giraffe, and she was too hot out there. >> don't blame the weatherman. >> next up with "reporter's notebook." >> we'll be back in 15 minutes. good morning, welcome to "reporter's notebook." we begin again this morning with question seven because it's a hot topic in the state of maryland. two prominent maryland republicans are weighing in on it now. they wrote a joint letter urging
6:16 am
fellow republicans to approve gamblie inine ining extension i. are you surprised they're getting into this game? >> not really. this is a full course press, they want this to work, they want the jobs, the revenue, and steele makes the point that this is a bipartisan issue. he and scott are republicans obviously, and they want to join, this is one thing, democrats and republicans, at tern levels, are really united on. and again, it's a big push, they need the money, and they want to produce jobs. >> because they believe it will produce jobs. >> they really do, they bought the argument that this is a good thing to do. republicans seemed to be lukewarm to the issue. this could be a move to make the party more active in the fight.
6:17 am
>> the question of jobs still remains and that is among the common folk that are not big names jumping on board. their biggest opposition is that the jobs across the country and many other states where you have gambling, the promises of money is just not happening, and people don't care about the names like the redskins and michael steel and whatever, they're concerned if their schools can operate or if they will get money trst from this. and they are concerned that moneys will not filter down into the schools. >> we know where it does and that is to big-name politicians and owners, but i'm speaking now of these former elected officials. most of them have agencies, i guarantee you, that if we can look at them, we'll probably see they have gotten some type of
6:18 am
compensation for this under one way or the other because these casinos are known for calling you in, saying to you, how much will it take to get you on our side? and there is another issue. when you talk about two republicans and a majority democratic district, does it really have the kind of influence -- this is still a battle between churches, small folk, neighborhood people against big interest. >> that's the question. will this change the dynamic of the strong opposition from ministers, from those in the clergy. and it's a voluntary tax, but the money they spent does not help them. they should not be spending the
6:19 am
money. and what kind of people will be drawn to these casinos, will everybody be up and okay, a greater crime issue here? there's a number of reasons that people don't like casinos. >> in alexandria, there's a nasty race for mayor. it's between the incumbent and andrew mcdonald. he served a partial term, and they say the city has not properly planned for schools, parks, and transit, and he has been a strong critic of the waterfront plan, what do you make of the way it is shaping up. >> it comes back to that very premise about a year ago when there was a big discussion over the waterfront, who will control it, and what they will do with it. on one side, they want to develop it so they can have more shopping areas, more to the public -- >> access to the public.
6:20 am
but there are those on the other side who want -- they're conservative in their thinking in the sense that they're saying they want it to stay as it is. they don't want to do away with the astetices of it. now that bill yule is running, he is the process, and mcdonald, who served under him, and felt that he could challenge him because he's not happy with the way that the policies have been going. >> it's the basic issue that jerry outlined, but now it's getting personal. they're talking off the cuffs and challenging each other on a more personal basis and it's a heated issue. people think the waterfront is a pristine area, largely untapped, and it should stay that way because alexandria has a little land like that yet.
6:21 am
more of a use for apartments, developments, and shops. it will built a revenue base, it's going to help people who need places to live and shop, and make alexandria a better place to live. those are tough issues. >> and yule speaks to the development like the improving of certain schools, the building of schools like tc williams school. he has a, as an incumbent, he has an interesting record and i think both are right. this is a fight between a p proprodeveloper verses someone who is more community oriented. but you know, there's -- alexander an old city, and doesn't come into the 21st century, and how do you effectively use that valuable waterfront. >> i'm not taking tides, but
6:22 am
yule seemed to be more popular. housing in alexander has gone -- but the waterfront -- >> a lot of it is because of development. >> but when you talk about development on the waterfront, you have to look at the ajacensy. and they were had that harbor -- >> you have to look at the competition. if all, all you have to do is look across the river, and do i want -- which way do i want to go? >> that's absolutely right. president obama: i'm barack obama and i approve...

this message. anncr: victims. dependent. that's what mitt romney called forty-seven percent... of americans. including people on medicare. but what about his plan for you? romney would replace guaranteed benefits with a voucher system. seniors could pay six thousand dollars more a year. a plan aarp says would undermine medicare. you're no victim...you earned your benefits. don't let mitt romney take them away.
6:24 am
welcome become, there is controversy over a immigration program end thg year known as 287-g. it was humming right along under the bush administration, but now the obama administration plans to phase it out and replace it with a program called secure communities. it takes away their ability to get dangerous immigranted deported. those who want to be aggressive on the immigration issue will now have to check on a master list, a country-wide list of who is illegal on this list. as i understand it. if they're not on that list in your interrogation, you can't go any further. their concern is back up checking, extra checking if there is suspicion with the
6:25 am
individual, they can't do it. >> i think the other prop you have though is the hold way, the way the county wanted it, you could detain people. you could detain people for a long time. here is what happens. now you a master list, they're on the list or their not. the other thing the administration said is you're really going after serious criminals. felons basically. and that's why they cut the program back. then that leads to the argument on the part of the county that sames not only are you cutting the program back, but you cut the officers, the staff, and that's a problem. bottom line is that the county wants to be tough on immigration. it's a political issue, and they want to move that political issue forward and quite honestly, i think it's going to
6:26 am
really have presidential overtones on how that race goes. >> sure, but you know there's one thing here too on the local base that there has been great concern. the critics of prince william county, and that is profiling. many of the people that the police stop, it ended up where profiling type cases, and with this by the federal government now giving this overall sort of protection, it's worning against what we see as profiling in many cases. when you talk about minor offenses, that's profiling. >> just briefly, as you talk politics, they're saying this is a stop by the obama administration to get them to vote this november, they deny that but that's the charge made. >> republicans admit it, democrats agree, you have to have a comprehensive approach
6:27 am
towards immigration. this is not comprehensive, this is not, it plays unfortunately to the fears of most people. >> but the white house has been working on this for some time. this is not overnight, this has been in discussion -- it's coming up now, but anything obama does, you know -- >> it's also coming out in swing states, the battleground states. >> that was my question on the script. >> let's transition to dc politic where's there is a nasty campaign in ward seven for the seat there. in his own attack ad that's running on the internet. the republican runner compares his competitor to the romney 47% comment. >> well, in ward seven, this is
6:28 am
a situation -- the one thingly say about ron as a republican running, because most people find him very controversial, but the one thing he is doing is challenging her. he is putting her into some areas where questions are not being asked. so if you talk about the vulnerability of her, there is a slight vulnerability. >> he is trying to make it competitive. he thinks if he asks questions he doesn't think will be asked, the determine graph sick probably more than 47% in that district. the larchlger question is is she paying snaengs is she just coming in and getting her paycheck, is she moving and trying to help people less f

6:30 am
yvette alexander. >> and trying to link her to mitt romney, people i talk to are rolling their eyeballs over that one. >> i tell you, when it comes to the name of grey and alexander in ward seven, that's it. >> that's it? >> that's it. grey and alexander. >> just wanted to clarify what you meant there. >> thanks, guys. thank you for being with us, that's reporter's notebook. stay us with now as news 4 today continues. good morning, welcome to news 4 today, i'm aingy goff. >> i'm richard jordan. the day is off to a cool start, but those temperatures may not
6:31 am
stick around for too long. >> and a warm up on the way, let's check in with chuck bell. >> all of that is true richard and angie. the warm up begins really this afternoon, sort of the transition as our winds start to come back around to the south, and just wait until you see how nice it will be around here this upcoming week. hardly going to feel like the last week of october. still early out there, sunrise still almost an hour away. still dark outside. and chilly, 50 at national airport, but 37 in bristo, virginia pch 45 in hagerstown. no rain on the radar. temperatures today will reach mid to upper 60s.
6:32 am
a lot of 70s in the seven-day. >> we're just hours away from the marine corp marathon. it is next sunday, nbc 4 is one of the sponsors this year and we will bring you live coverage from the race next weekend. >> we have a traffic alert for drivers in maryland, the northbound lanes of the baltimore-washington markway at west nursery road is closed. crews were trying to replace one of the bridges when something went wrong and the bridge deck shifted. >> two dc neighbors near college campuses are on alert after disturbing attacks. two students were assaulted. the students were returned to their off campus apartment.

rebuilt. >> many are celebrating the works of frederick douglas. he lived in annacostiaw one of his descendents has taken up his cause that is still valid a century later. 50 years ago, this became a historic sight. the evolutionist and statesman lives here until his dmeath in 1985. now it's conceivable even likely that douglas would sit her on his porch and daze across washington, but do you think back then he ever thought or imagined that one day his likeness would be there. after years, this statue will take place in statuary hall.

6:42 am
sharp attacks at one another. what has to happen? >> that was a bad moment for romney because he didn't seem prepared for that particular exchange. he didn't seem to know the answer to his own question. i think the issue here is that you had something tragic happen at our consulate in libya, why the administration seemed to be so slow in describing what this was which they believe it was a terrorist attack with al qaeda links. this is one of the points of argument that obama makes to say we have decimated al qaeda, and our counter terror efforts have been hugely successful. and here is an example where it may not have been in an increasingly chaotic middle east. they have had a difficult time being clear about this and it's still the issue and still causing some confusion.
6:43 am
the president was not declarative that day saying it was an act of terror. earlier in his remarks, he seem today question about if this was a response to a desecration because of an anti-islamic film, all of that was out there, and they were even conflicting intelligence reports about this. but they didn't have clear answers on this and there's still confusion about it. >> so looking ahead, what do romney and the president need to do tomorrow? >> this is about a couple things. the president has so much influence over foreign policy. you talk about what a president can and can't do, they can do quite a bit about national security and foreign policy. what role should we be playing in the middle east. these have to be worked out
6:44 am
particularly when it comes to iron. there will be one-on-one talks about their nuclear ambitions, and what to do about a country like china, so these really are important issues, and we know from the polling as well, people are increasingly interested in this in terms of what role we play in the world. >> we know foreign policy is the main topic, but with swing voters, some of their main issues, the economy and women's issues, do you think they will fin find a way to squeeze those in? >> particularly when it comes to the economy, for america's wealth, the fact that our debt situation at a time when europe is in such turmoil. what that means for the rest of the world, i think governor romney will look for a way to talk about these other issues. fight for women voters, this
6:45 am
becomes the fight down the stretch here in the final two weeks. the obama campaign believes that women voters are critical in terms of their turnout to winning the state of virginia. >> do you think with just two weeks before the election, there are undecided voters watching this debate -- >> i think so, we don't know how many. it's hard to imagine there are undecided voters, but i think there are people who started paying attention later in this contest. and there are also people who are just softly committed, or put off making up their mind. i think that both candidates did themselves a disservice in the last debate. there was more heat than light, and that's something that voters don't really like to see. i think this will be a pretty good exchange tomorrow. >> coming up we'll talk to marco

because we're worried about how much money will be generated and what will be done with that money, and education is that carrot that has been offered in terms of raising millions of dollars. but it's my understanding that some of the money that will be dedicated to education has to be divided among other counties in the state. so if i'm a resident of prince george's county. and this casey know is going to be in my backyard, and the money will come from people who live in the county, and the education revenue that comes from it may end up going outside of the county, i think you really do have to ask yourself a question -- is this the best deal that prince george's county can get in exchange for a casino, and i'm not sure that it is. >> i think one thing with the referendum is that the government can always move the

money around. make the decision is it a good deal for your county or region, but when they say the money is going to education or anything else, that's when the government says to come out and say please vote for this and we'll do all of these wonderful things. once the money is in there, you can't wall it off. the people that write the rules to wall it off can spin it on other things. when these things come up for gambling and other issues, they like to come and say it's for education, when in reality it's just for the government. if they spend the money well, vote for it and if you don't, you don't. >> another big carrot, maria, jobs. as much as 2,000 plus for construction, more than 4,000 permanent jobs -- >> that's a big drive, and you're seeing jobs for 2,000

7:08 am
out vocally -- >> yes, that may not be enough to keep it from passing statewide. jim and i were talking and agrees earlier about this. this is one of the issues that transcends partisanship. and it has less to do with the standard and more so about personal beliefs. and so that helps explain why you see democrats and republicans on both sides of this particular issue. and i was mentioning earlier, the amount of money spend on ads, and naacp has been seen in a number of ads supporting the initiative. for a number of people, his name means something and could be very helpful for those that want to pass this initiative. maryland schools are number one in america because
